Career
Michelle began her career as a Candidate Attorney at Smith Tabata
Buchanan Boyes in 2002 and was promoted to Associate in 2004. Michelle moved to
Deneys Reitz in 2006 as an Associate and in 2007 joined Cliffe Dekker as a
Senior Associate. From September 2008 Michelle became a Senior Associate at
Cliffe Dekker Hofmeyr.

Experience
- Advised and prepared opinions on the Electronic Communications Act,
the Independent Communications Authority of South Africa (ICASA) Act, the
Electronic Communications and Transactions Act, the Infraco Act, the Regulation
of Interception of Communications and Provision Of Communication-Related
Information Act and various other legislation relating to electronic
communications and broadcasting
- Advised on the current electronic communications and broadcasting
regulatory and licensing framework
- Drafted submissions to ICASA and the Minister of Communications on
various draft regulations and policy directions including, inter alia,
regulations relating to interconnection and facilities leasing, essential
facilities, market definitions, licence exemptions, the processes and
procedures for applying for licences, licence terms and conditions, universal
service fund obligations, the conversion of existing licences and the rapid
deployment of facilities
- Drafted agreements relating to interconnection, facilities leasing,
broadcasting services, co-location and general services agreements
- Drafted licence conversion applications relating to the conversion of
VANS licences to ECS and ECNS licences
- Commented on and drafted amendments to proposed specific licence
terms and conditions for individual ECS and ECNS licensees
- Drafted radio frequency spectrum licences applications
- Drafted a submission to the Department of Health on the Foodstuff's
Regulations
- Advised on national and provincial gaming legislation
- Prepared tender submissions for gambling licences
- Advised on the Lotteries Act
- Drafted several opinions and advised on the Medial Schemes Act, the
Mineral and Petroleum Development Resources Act, the Consumer Protection Bill,
the Films and Publications Amendment Bill, the National Credit Act, the
Financial Advisory and Intermediary Services Act and various other
legislation
